Additionally, the report pointedly showcases the number of vessels (categorised by vessel type) that were issued BW deficiencies, as a means to indicate the most frequent non-compliers.<\/p>\n<p>In 2023 alone, a total of\u00a0<strong>10,959<\/strong>\u00a0individual vessels, from\u00a0<strong>80<\/strong>\u00a0different flag administrations, called\u00a0<strong>81,854<\/strong>\u00a0US Ports, &amp;\u00a0<strong>8,278<\/strong>\u00a0exams were conducted by the PSC. From these statistics one can get a sense of the pressing need for and importance of implementing and closely monitoring responsible practices to protect the ecosystems in which these vessels operate.<\/p>\n<p><strong>Trend analysis of BWM deficiencies issued in 2023 by USCG\u2019s PSC<\/strong><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.maritec.com.sg\/resources\/ck\/files\/BWM%20Derficiencies%20%26%20Trends_USCG%202023%20Report.png\" alt=\"\" width=\"1034\" height=\"535\" \/><\/p>\n<p><strong>Graphs 1 &amp; 2 as issued in USCG\u2019s PSC 2023 Annual Report (Source:\u00a0<\/strong><a href=\"https:\/\/www.dco.uscg.mil\/Portals\/9\/DCO%20Documents\/5p\/CG-5PC\/CG-CVC\/CVC2\/psc\/AnnualReports\/annualrpt2023a.pdf\"><strong>https:\/\/www.dco.uscg.mil\/Portals\/9\/DCO%20Documents\/5p\/CG-5PC\/CG-CVC\/CVC2\/psc\/AnnualReports\/annualrpt2023a.pdf<\/strong><\/a><strong>)<\/strong><\/p>\n<p><strong>Understand why deficiencies are issued under certain critical parameters<\/strong><\/p>\n<ul>\n<li><strong>BWMS:<\/strong>\u00a0Deficiencies issued include both inoperable Coast Guard Type Approved systems and accepted Alternative Management Systems.<\/li>\n<li><strong>COTP Reporting:<\/strong>\u00a0Deficiencies are issued when a vessel fails to report an inoperable system to the USCG.<\/li>\n<li><strong>Discharge:<\/strong>\u00a0Deficiencies are issued when a vessel discharges non-compliant ballast water.<\/li>\n<li><strong>Implementation Schedule:<\/strong>\u00a0Deficiencies involve vessels that are past their compliance date and using an unapproved BWM method.<\/li>\n<li><strong>Mandatory Practices:<\/strong>\u00a0Deficiencies include failures to remove hull fouling organisms and marine growth as well as improper uptake of ballast water.<\/li>\n<li><strong>Structural:<\/strong>\u00a0Deficiencies record failures in ballast water tanks and associated piping.<\/li>\n<\/ul>\n<p><strong>Other key highlights:<\/strong><\/p>\n<ul>\n<li><strong>29% less deficiencies were issued in 2023 as compared to the previous year<\/strong>.<\/li>\n<li>Concerns still lie in the significant increase seen in structural deficiencies, which indicates that vessel operators will need to evaluate the ship\u2019s maintenance and surveys to identify the structural inadequacies.<\/li>\n<li>The decline in BWMS deficiencies in 2023 shows the value of the Enhanced Examination Program (EEP) that was conducted in 2022.<\/li>\n<li>It is believed, the EEP contributed to identification of more discharges of non-compliant ballast water into the waters of the United States as well as showing an increase of non-reported inoperable ballast water systems.<\/li>\n<li>Plans to conduct more EEP exams are upcoming.<\/li>\n<\/ul>\n<p><strong>Summary of important elements of EPA\u2019s Vessel General Permit (VGP) 2013<\/strong><\/p>\n<p><strong>(The VGP is the current\u00a0<u>mandatory<\/u>\u00a0regulatory requirement for Discharge Water Compliance for vessels operating in US waters)<\/strong><\/p>\n<ul>\n<li>The final 2013 VGP is a permit issued by the U.S. EPA that regulates the discharges incidental to the normal operation of commercial vessels greater than 79 feet in length.<\/li>\n<li>The final 2013 VGP covers 27\u00a0specific discharge categories that were contained in the 2008 VGP, and also provides coverage for fish hold effluent in the event that a permitting moratorium expires.<\/li>\n<li>The final 2013 VGP aims to protect the quality of the US\u00a0waters by imposing effluent limits, best management practices, and monitoring requirements for various types of vessel discharges &#8211; primarily through enforcment of stipulated\u00a0frequencies at which annual testing of BW (depending on the BW system type) must be conducted, official reporting requirements and record keeping, among several other stipulations.<\/li>\n<\/ul>\n<p><strong>The following will provide you access to:<\/strong><\/p>\n<ul>\n<li>The\u00a0<u><a href=\"https:\/\/www3.epa.gov\/npdes\/pubs\/vgp_permit2013.pdf\">Final VGP 2013<\/a><\/u>\u00a0document<\/li>\n<li>A\u00a0<u><a href=\"https:\/\/www.regulations.gov\/document\/EPA-HQ-OW-2011-0141-0950\">Fact Sheet<\/a><\/u>\u00a0(Provides the technical basis for the derivation of VGP requirements.)<\/li>\n<\/ul>\n<p><strong>CTI-Maritec provides \u2018VGP Annual Programme\u2019 services, a unique one-stop solution to meet all your Discharge Water Compliance requirements as per VGP 2013.
